Derogations from plant health rules for the import or movement of plants, plant products, soil and related materials for scientific and certain other purposes

Here you can apply for an exemption from the requirement for a phytosanitary certificate or from the prohibition on importing certain plants, plant products, soil, growing media, and quarantine pests from countries outside the EU. You may also apply for an exemption from the requirement for a plant passport or from the prohibition on moving regulated plant pests within the EU.

The purpose is to enable those engaged in scientific work, official testing, education, trials, varietal selection, or breeding to import quarantine pests or experimental material that would otherwise be prohibited or subject to specific conditions.

Things to consider before submitting your application

  • Make sure that all files – such as blueprint of the facility and any images you need to attach – are ready to be uploaded digitally in the service. A blueprint or layout of the facility, including room designations, must be included. It should cover all areas where the material will be handled. You must also include a detailed layout of each room, indicating the location of doors, airlocks, ventilation openings, operable windows, floor drains, and other drainage systems, as well as air intake and exhaust systems.
  • The service can be used on a computer, tablet, or smartphone. However, we recommend using a computer or tablet for the best experience.

Application fee

The basic fee for submitting an application for exemption is SEK 700, which covers the first hour of administrative processing. Thereafter, an additional fee of SEK 690 is charged for each commenced hour of further administrative work. The processing time is approximately one month, although in some cases it may take longer.

Inspections, controls and fees

Quarantine pests may only be handled at facilities designated as containment facilities. If you submit an application and we determine that the facility must be designated as such, we will contact you for additional information. We will also conduct a site visit to inspect the premises and review operational procedures before a permit can be granted.

The fee for such a visit is SEK 3,000, which includes one hour of work. For each additional hour of assessment, a fee of SEK 690 per hour will be charged.

Your facility may also be subject to inspections during the course of your operations. The base fee for a control visit is SEK 3,000, which includes two hours of work. Thereafter, an additional fee of SEK 950 per hour applies.

Processing personal data

The Swedish Board of Agriculture processes the personal data you submit in your application in connection with processing permits, checks, statistics, information and for follow-up, evaluation and analysis. The legal ground for processing your personal data is the exercise of public authority. The data is processed electronically. The personal data about you is shared with other public authorities, municipalities and individuals pursuant to EU legislation and regulations.

The Swedish Board of Agriculture will store data in accordance with the rules for archive management by public authorities. Contact our customer service department if you wish to have access to the data we process about you.
