Result- and value- based agri-environmental payments can be more efficient, more comprehensible and more appreciated by farmers than the model used in the current rural development program. The Swedish name is Projekt Falbygden.
Payment for environmental services
The main idea of the pilot study ”Falbygden” is to find a model for agri-environmental payments that is more efficient with higher environmental benefits and low costs than the model used in the current rural development program.
The current rural development program is a cost- and management- based system.
The project ”Falbygden” is testing a new model for payments
The pilot project has potential to promote the development and preservation of the farming landscape elements by farmers, which is very important for improvement of the plant- and animal life, open landscape and cultural heritage qualities. This new compensation system results in that the farmers focus on delivering environmental services instead of complying with management-based payment conditions. It is the results and values that is important.
If farmers fulfill management-based payment conditions they are eligible basic compensation
Farmers that fulfill management-based payment basic conditions for their landscape elements can get a basic compensation. They can get compensation for the length or for the area within certain given ranges of their landscape elements. Therefore, they do not need to measure the exact number of meters or square meter.
Exempel of basic compensation:
- Linear elements (stone walls, ditches and permanent field fringes)
- Point elements (solitary trees, field islets and culture cairn)
- Forest edges (transition zones between field and forest)
Result and value is important in a pilot study
Result- and agri-environmental payment is a new way of reimbursing farmers producing biodiversity, open landscapes and other environmental services that they will not be paid for by the private market. The farmer is free to choose how to adapt the production and management according to their own interest and the site conditions. It is the results that count.
The environmental benefits that the payments are directed to in the project are:
- Cultural Heritage Values
- Recreation values
Farmers can also apply for value-based payments
Besides basic compensation that farmers can get, they can also apply for value-based payments (in the form of extra compensation) for the landscape elements that has a great biodiversity, are particularly important for the cultural heritage or for how people experience and enjoy the landscape.
Farmers can decide themselves how to achieve these goals. The amount of compensation depends on how well can farmer succeed. Indicators (for example indicator plants) are used to estimate the amount of biodiversity, the cultural heritage status and the environmental qualities of each linear or point element.
The benefits of the new compensation system
With this new system there is more focus on delivering environmental services instead of complying with management-based payment conditions.
Moreover, we pay to farmers for environmental benefits demanded by society.
